PROBLEM TO BE SOLVED: To provide an idle stop control device capable of precisely measuring a charging state of a battery and simply applying the result to decision making as to whether the idle stop should be carried out or not. SOLUTION: In the idle stop control device to determine if the idle stop should be carried out or not based on the charging state of the battery, the idle stop control is done with high reliability through direct input of a battery solution concentration (charging and discharging states) by measuring a refractive index by the use of a reliable battery solution concentration sensor equipped with an optical fiber with grating.
