PROBLEM TO BE SOLVED: To obtain a wide dynamic range image even at the time of flash photographing. SOLUTION: A plurality of pairs of first and second light receiving elements whose exposure periods can be controlled independently are arranged in a photographing device. During an exposure period tL of the first light receiving element, by using a solid-state image sensing device with which the exposure of the second light receiving element for an exposure period tS that is shorter than the exposure period tL can be performed, the exposure timing t1 and t3 of the second light receiving element to a flash light emission period tF (= t0 to t2) are determined so that the first and second light receiving elements receives light whose light amount corresponds to a ratio of the exposure periods tL and tS. Image data having a wide dynamic range corresponding to the ratio of the exposure periods tL and tS can be generated by combining output signals of the first and second light receiving elements.
