PROBLEM TO BE SOLVED: To provide an image forming device and an image forming method which corrects the cackle, and restrains the occurrence of wrinkles by press-heating. SOLUTION: This image forming device includes a carrying means for carrying a recording medium 124, a plotting means 172 for forming an image on the recording medium 124 using water-based ink, a drying means 178 for drying the water-based ink on the recording medium 124, a first press heating means 186 and a second press heating means 192 for press-heating the image. The carrying means has a carrying direction changing means 188 between the first press heating means 186 and the second press heating means 192, for changing carrying of the recording medium 124 so as to carry the rear end in the carrying direction of the recording medium 124 in the first press heating mens 186 as the tip in the carrying direction of the recording medium 124 in the second press heating means 192.
