<p><P>PROBLEM TO BE SOLVED: To provide a shield machine equipped with a cutting device excellent in durability and capable of cutting an obstacle such as a drain material existing in a location scheduled to be excavated; and to provide an excavation method using the shield machine. <P>SOLUTION: In this shield machine 1, the cutting device 8 for cutting the drain material is provided at the outer periphery-side end of each cutter head 6. The cutting device 8 includes: a plurality of cutting tips 12 for cutting the drain material; a conical rotator 13 which are fitted with the cutting tips 12; a motor 15 for rotating the rotator 13; and a drawing-in jack 11 for enabling the cutting device to protrude from/recede into a body of the cutter head 6 by making the motor 15 and the rotator 13 move forward/backward. The rotator 13 is arranged in such a manner that its peak is directed forward in a traveling direction.
