PROBLEM TO BE SOLVED: To reasonably start a heater for heating an electric vehicle, so as to prevent trouble with battery charging. SOLUTION: A heater control device includes: heater control means 5 controlling the heater heating an electric vehicle such as a seat heater 6 for heating a seat, and battery charging control means 4 controlling the charging of a battery 2 being a power source for the electric vehicle. The heater control means 5 starts energizing the seat heater 6 by use of a charge completion signal from the battery charging control means 4. Therefore, this device, surely and quickly charging the battery 2, is practical, and in addition, enables preheating in cold district in winter, thereby largely enhances the usability of the electric vehicle.
