PROBLEM TO BE SOLVED: To efficiently store client signals, with various bit rates, in a simple device.

SOLUTION: A tributary slot extension 10-2-1 subdivides capacity of a tributary slot TS by a bit unit or by a byte unit. A mapping processing unit 10-2 maps the client signals to frame signals on the network side based on the number of determined tributary slots. Alternatively, a tributary slot extension 20-2-1 manages correspondence between the tributary slots in the frame signals and the client signals. A demapping processing unit 20-2 performs demapping processing from the frame signals to the client signals based on the correspondence between the tributary slots and the client signals.
