PROBLEM TO BE SOLVED: To obtain a precise electrical connection which lasts over a long period of time by preventing sticking of abrasion powder, with a simple structure. SOLUTION: A rotor 10, with a first rotating part 11 having slip rings 111 fitted on an inner peripheral wall and a second rotating part 12 having slip rings 121 fitted on an outer peripheral wall arranged in lamination with an insulation plate 13 intervened, is arranged in free rotation driving, a first brush 16 is made in sliding contact with the slip rings 111 of the first rotating part 11, and a second brush 17 is made in sliding contact with the slip rings 121 of the second rotating part 12 to have electric connection between a rotor 10 side and a fixed body 15 side.
