<P>PROBLEM TO BE SOLVED: To provide conductive titanium dioxide fine particles having excellent conductivity and weatherability, and to provide a high refractive index coating and a composition for forming a high refractive index coating containing the particles. <P>SOLUTION: The conductive titanium dioxide fine particles contain cobalt.
