PURPOSE: A charging device and an electrophotograpohic image forming apparatus using the same are provided to uniformly charge photoreceptor. CONSTITUTION: A substrate(130) is formed with a conductive material. A porous insulating layer has a hollow pillar which is perpendicularly formed on the substrate. A nano construction(140) has a conductivity, and electrically and mechanically connected to the substrate. A grid electrode(190) is arranged to the nano construction. A spacer(170) supports both ends the grid electrodes.
