PROBLEM TO BE SOLVED: To provide an excavator and an excavation method capable of efficiently forming an excavation pit in a casing pipe even during adverse weather. SOLUTION: This invention involves an excavator and an excavation method for excavating a casing pipe. The excavator 10 comprises an excavation device 100 provided with both of a support frame having a fixing means for fixation to a casing pipe 5 and an excavation tool 140 rotatably driven via an extension/contraction rod 130 by an excavation drive part 116 arranged on the support frame. A receiving part 20 is located at the upper end of the casing pipe 5 and fixes the support frame on it. The receiving part 20 is supported adjustably between the position of excavation and an offset position at which the receiving part 20 is displaced laterally with respect to the casing pipe 5.
