PROBLEM TO BE SOLVED: To provide an image forming apparatus which can prevent wear and filming of a latent image carrier and an intermediate image carrier, soiling of a charging member, and fall-off of toner. SOLUTION: The image forming apparatus has an image forming mechanism 10 having the latent image carrier 11 carrying an electrostatic latent image, a charging means 12 charging the latent image carrier, and a developing means 13 developing a latent image and forming a toner image, and is provided with a primary transfer means 14 transferring the toner image formed on the latent image carrier onto the intermediate image carrier, and a secondary transfer means 70 transferring the toner image transferred to the intermediate image carrier onto a transferred medium P. In the image forming apparatus, protective layer forming means 40 and 50 forming protective layers by applying or attaching carrier protective agents to the latent image carrier and the intermediate image carrier respectively are provided, the carrier protective agent applied or attached to the latent image carrier includes fatty acid metal salt, boron nitride and inorganic particulate, and the carrier protective agent applied or attached to the intermediate image carrier includes the fatty acid metal salt and the boron nitride.
