PROBLEM TO BE SOLVED: To provide a cutter device preventing jamming from occurring during the cutting operation, and also to provide a recording device. SOLUTION: This cutter device 6 is installed on the downstream side of a discharge part 5 for discharging a paper roll R subjected to recording treatment, and shears the paper roll R by moving a cutter holder 66 for holding a rotary blade 65 for shearing the paper roll R in the lateral direction orthogonal to the discharging direction of the paper roll R. The cutter holder 66 includes a guidepath 67 for guiding the paper roll R to a shearing position where the rotary blade 65 is located.
