PROBLEM TO BE SOLVED: To provide a reliable system stabilizing system wherein a system can be properly and easily stabilized before the system frequency is deviated from a reduction tolerance limit. SOLUTION: The system stabilizing system includes a means 101 for detecting continuous reduction in the effective power output PE of generators GA1, ..., GAn, and a means 102 for detecting continuous reduction in system frequency. When the effective power output PE of the generators and the system frequency F are both continuously reduced according to the detection by these means 101, 102, the system disconnects loads L1, L2, ..., Ln equivalent to the effective power output of the generators.
