<p><P>PROBLEM TO BE SOLVED: To provide a method of mounting a handrail by which a gap is not formed between concrete and a sheath pipe, so that rainwater does not enter and the concrete is not oxidized. <P>SOLUTION: The sheath pipe 3 for mounting a handrail post is formed of a mesh-like pipe body 5 which does not allow concrete to flow into the inside of the pipe, but allows the concrete to be engaged in the state of projecting into the pipe through a mesh 5a. The sheath pipe 3 is fixed to a handrail post mounting position in a concrete weir wall forming form 2 via a fixture 4. Then, the concrete is placed in the form 2. After the concrete is cured, the fixture 4 is removed from the form 2 and the sheath pipe 3. After a handrail post mounting anchor member 25 is inserted into the sheath pipe 3, cement mortar is poured into the sheath pipe 3, and is integrated with the concrete projecting into the pipe through the mesh 5a of the mesh-like pipe body 5.
