PROBLEM TO BE SOLVED: To provide an electrostatic encoder that has a compact structure enabling mount to a cellular phone, or the like, and is able to obtain the absolute position of a traveling element and improve the measurement reliability. SOLUTION: The electrostatic encoder 10 includes a stator 11 including four-phase potential detection electrodes 11c; the traveling element 12 including first and second electrodes; induction electrodes 11a, 11b for inducing charges having opposite polarity to that of each of the first and second electrodes of the traveling element; differential amplifiers 22, 23 for generating a vector signal, based on a difference between AC signals outputted from the four-phase potential detection electrodes; and a resolver/digital converter 21 for generating signals relating to an absolute position of the traveling element to the stator, based on the vector signal.
