PROBLEM TO BE SOLVED: To achieve flexible layout design while maintaining an electromagnetic shield in a multilayer substrate. SOLUTION: An electromagnetic shield body S includes an L3 layer and an L2 layer of a ground multilayer in a lower part of the substrate. The L3 layer includes a first ground layer 32 formed in solid remaining a first region P1. The L2 layer includes a second ground layer 34 formed by being held between the first ground layer 32 and an insulating layer 16 in a second region Q1 which connotes the first region P1 and is a part of the layer in a plane view.
