<p><P>PROBLEM TO BE SOLVED: To prevent the entire part of a construction from being delayed by properly adapting to the delay of the processes of the construction. <P>SOLUTION: In this method and device for controlling a construction, whether the method and device must be moved to a monitoring state or not is determined according to whether the degree of risk calculated from the level of importance of a check point in the processes of the construction, a delay occurrence rank according to the amount of equipment and materials used in the processes, and a coefficient according to the remaining construction period at the check point exceeds a threshold or not. When the method and device are moved to the monitoring state, a reviewer is extracted according to the difference between the degree of risk and the threshold, and the delay of the processes is studied by the reviewer.
