PROBLEM TO BE SOLVED: To provide a scalp washing device that surely removes sebum from pores of the scalp and that surely cleans the skin and the pores. SOLUTION: The scalp washing device 10 includes a plurality of washing protrusions 41 composed of a soft resin which are each projectingly provided on a brush surface 30a of the base 11. A root section 41b of the protrusion 41 is formed in a circular lateral cross-section and is also formed so as to have a flat lateral cross-section from the circular lateral cross-section in the range from the root section 41b side to an intermediate section 41a side. On the tip surface 41c of the intermediate section 41a having the flat lateral cross-section, there is formed at least a pair of conical, tip protrusions 42, 42 whose tips 42a are rounded into a curved surface.
