<p><P>PROBLEM TO BE SOLVED: To properly specify a common key while keeping an ID secret, in a device incompatible with public key encryption of an RFID tag or the like. <P>SOLUTION: A common key encryption means of a non-contact IC device and a reader/writer carries out common key encryption. A storage means stores an ID different for each non-contact IC device or reader/writer in association with a common key, and performs information communication through the common key encryption using the common key encryption means.
