<p><P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit and a power-saving control method performing effective power saving. <P>SOLUTION: In an I/O control device 14, a bus monitoring clock control part 25 monitors a bus access signal of a sub CPU (Central Processing Unit) 22, and individually designates and controls a frequency of an operation clock supplied to each part inside the I/O control device 14 and the sub CPU 22 from a clock generator based on a monitoring result of the bus access signal.
