PROBLEM TO BE SOLVED: To provide a chemically treated steel sheet subjected to surface treatment, wherein a coating film is brought into sufficiently close contact on condition of high temperature and high humidity, and corrosion resistance is excellent. SOLUTION: The chemically treated steel sheet subjected to surface treatment is manufactured via: a step (1) to prepare the chemically treated steel sheet; a step (2) to generate plasma steam in an atmosphere of water vapor concentration of more than 2.0 g/m<SP>3</SP>and at atmospheric pressure; and a step (3) to bring the plasma steam into contact with a surface of the chemically treated steel sheet. A close contact property of the coating film is improved while retaining the corrosion resistance by following the procedure and introducing OH groups to the surface of the chemically treated steel sheet without damaging the chemically treated film.
