PROBLEM TO BE SOLVED: To implement a radio communication system mitigating concentration of establishments of channels for a specified base station. SOLUTION: A radio communication system is constructed of base stations 3, 4 connected with an external network, a terminal station 1 communicating with other communication devices through the external network, and a relay station 2 relaying signals between the base stations 3, 4 and the terminal station 1. A base station that is an establishment destination of a channel of the relay station 2 can be changed according to status of utilization of a radio resource of each of the plural base stations 3, 4.
