A leakage electromagnetic field suppressing technique is provided which can suppress the occurrence of electromagnetic leakage from where a communication coupler is connected to a signal transfer device, thereby allowing the communication and the power transmission to be compatible with each other. The signal transfer device comprises: a first sheet conductor part that constitutes a lower electrode; and a second sheet conductor part that has a meshed structure and that forms a laminated structure together with the first sheet conductor part with an intervening area between the first and second sheet conductor parts. The second sheet conductor part includes a mesh-size-variable area where the sheet impedance is successively varied.
