<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus provided with a constitution which can improve an energy saving efficiency without causing an increase in cost of the apparatus, with the view of a problem when using a recovered developer. <P>SOLUTION: The image forming apparatus includes: an image forming part provided with a latent image carrier, a charging device, a developing device and a cleaning device; and a transfer body 2 to which a color image formed in the image forming part is transferred. At least one of the image forming parts is arranged in the transfer body 2, and the cleaning device 10 which executes cleaning after the image transfer from the image forming part is provided in the transfer body 2. In the vicinity of the cleaning device 10, when regarding the image forming part as the first image forming part, the second image forming part 100R is provided which has a developing device 104R to which a transfer remaining toner recovered from the cleaning device 10 is supplied separately from the first image forming part, and which has the same constitution as the first image forming part.
