PROBLEM TO BE SOLVED: To prevent a problem wherein, when a compression rate is increased in a video recording/reproducing device for compressing and recording video, the degree of emphasizing processing is reduced. SOLUTION: A signal is input to an access means 14 from an input terminal 2a via a compression processing means 12, and writing, reading or the like of data from/to a recording medium 3, for instance, an optical disk or the like is performed in the access means 14. After performing signal processing for a video signal being read date from the recording medium 3 by a signal processing means 11, the video signal is output from an output terminal 2b. A control signal in accordance with a compression rate is output from a compression processing means 12 and transmitted to a signal processing means 11 in addition to the video signal subjected to the signal processing.
