PROBLEM TO BE SOLVED: To reduce power consumption for a handover function of a radio communication system. SOLUTION: This radio communication system 91 includes: a scan executing part 11 for detecting an attributable base station 92; a scan result storing part 12 for storing an identifier of the base station 92 detected by the scan executing part 11; a communicating part 13 belonging to the base station 92 to perform communication; an attribution processing part 14 for performing handover; a radio communication environment determining part 15 for determining whether the number of base stations 92 whose identifiers are stored in the scan result storing part 12 is singular or plural; and a handover switch part 16 for actuating the attribution processing part 14 when the radio communication environment determining part 15 determines that the number is plural, and stopping the operation of the attribution processing part 14 when the radio communication environment determining part 15 determines that the number is singular.
