PROBLEM TO BE SOLVED: To provide a device for receiving digital broadcast capable of reducing time for determining changeover of video to be output. SOLUTION: This device 100 for receiving digital broadcast includes: a first decoding section 105 and a second decoding section 106 for generating a first video signal 127 and a second video signal 128 by decoding a first encoded signal 125 and a second encoded signal 126 included in hierarchized and transmitted digital broadcast waves; a changeover section 107 for selecting one of the first video signal 127 and the second video signal 128 to output the selected signal; a reception quality history retaining section 111 for calculating a moving distance of a device 100 for receiving digital broadcast from the moving speed of the device 100 for receiving digital broadcast to retain a history variation pattern representing the variation of reception quality of the digital broadcast waves with respect to the calculated moving distance; and a changeover determination section 112 for controlling whether the signal selected by the changeover section 107 is changed over based on the history variation pattern.
