PROBLEM TO BE SOLVED: To provide a technique for suppressing degradation of accuracy of channel search even when image frame data are continuously transmitted. SOLUTION: When investigation timing is detected by a detection part 42, an instruction part 44 instructs an imaging device to output image frame data of a second frame rate faster than a first frame rate. The instruction part 44 instructs a generation part 32 to delete partial image frame data out of the image frame data of the second frame rate input to an input part 30 to generate a packet signal with remaining image frame data stored therein. The instruction part 44 instructs a transmission part 34 to notify timing corresponding to the partial image frame data to be deleted by the generation part 32.
