Disclosed is a hydrogen generator which comprises: a starting material supply device (4); a water supply device (5); an evaporation unit (10); a reforming catalyst layer (1) for producing a reformed gas; a CO removal catalyst layer (2) which is configured so as to reduce the carbon monoxide in the reformed gas that is produced at the reforming catalyst layer (1); a combustion unit (3) for heating the reforming catalyst layer (1) and the CO removal catalyst layer (2); a reforming temperature sensor (9) for sensing the temperature of the reforming catalyst layer (1); a heater (7) for heating the CO removal catalyst layer (2); a CO removal temperature sensor (8) for sensing the temperature of the CO removal catalyst layer (2); and a control unit (16) which is configured so as to cause the heater (7) to heat the CO removal catalyst layer (2) when the hydrogen generator is started, to cause the combustion unit (3) to heat the reforming catalyst layer (1) and the CO removal catalyst layer (2) when the temperature sensed by the CO removal temperature sensor (8) is a first predetermined value or higher, and to cause the water supply device (5) to start water supply when the temperature sensed by the reforming temperature sensor (9) is a second predetermined value or higher.
