PROBLEM TO BE SOLVED: To provide a carbon electrode consisting of a carbon fiber assembly having a high graphitization degree and a large specific surface area. SOLUTION: The carbon electrode is made of a carbon fiber assembly of which the ratio (P<SB>1</SB>/P<SB>2</SB>) of a peak intensity (P<SB>1</SB>) at 1,590 cm<SP>-1</SP>and the peak intensity (P<SB>2</SB>) at 1,350 cm<SP>-1</SP>in Raman spectral spectrum is 0.85 or more, and the BET specific surface area using a nitrogen gas is≥400 m<SP>2</SP>/g, or a carbon fiber assembly of which the half width of 002 diffraction peak in an X-ray diffraction peak is≤2.8°and the BET specific surface area using a nitrogen gas is≥400 m<SP>2</SP>/g.
