<P>PROBLEM TO BE SOLVED: To avoid the deceleration of the rotating speed of a starter 22 at the start of an engine 20 caused by the temperature of the engine 20 and the like. <P>SOLUTION: A motor generator 10 is connected to a high-voltage battery 32 via an inverter 30. The voltage of the high-voltage battery 32 is stepped down by a DC-DC converter 36, and then applied to a low-voltage battery 32. At the start of the engine 20, the startup processing of the starter 22 is performed by applying an output voltage of the DC-DC converter 36.
