PROBLEM TO BE SOLVED: To provide a technology of displaying a part of webpage that is proper in terms of content, when displaying a reference destination webpage from a reference source webpage. SOLUTION: A Web relay server 106 includes: webpage information acquisition functions 122, 125 for acquiring webpage information of the reference source and the reference destination, using webpage addresses of a reference source and a reference destination obtained from a Web client 104; block division functions 123, 126 for dividing the obtained webpages into virtual blocks; block content estimation functions 124, 127 for extracting attribute information of the virtual blocks; a block search function 128 for identifying the virtual block of the reference destination webpage having high association with the virtual block of the reference source webpage by comparing the attribute information of the virtual blocks of the reference source webpage and the reference destination webpage; and a webpage reconfiguration function 129 for transmitting webpage information, which is reconfigured based on the identified virtual block, to the Web client.
