Provided are an image processing apparatus and a video reproducing device which are capable of detecting the position of a character in a moving image even if the luminance of the pixels of the character is not higher than that of pixels of a portion other than the character. A motion vector generation unit (13) generates respective motion vectors of the images of first and second frames. An edge detection unit (4) detects edge pixels forming an edge of the image of the first frame. A character position detection unit (6) detects the position of a character included in the image of the first frame on the basis of information for each pixel in the image of the first frame, relating to the motion vector, the luminance, and whether the pixel is an edge pixel or not. |
