<p><P>PROBLEM TO BE SOLVED: To prevent a malfunction of a power supply detection circuit in which a power-on detection circuit and a power-off detection circuit are accidentally initialized. <P>SOLUTION: A starter circuit 18 for generating an initialization signal nrsetx for initializing a power-down detection circuit 10 and the power-on detection circuit 12 has a switching circuit for supplying a power supply voltage to an intermediate node in a first period in which power-on is detected. By supplying the power supply voltage from a first power supply voltage to the intermediate node in the first period, the output of the starter circuit can be stabilized.
