<p><P>PROBLEM TO BE SOLVED: To provide a transcoding method and device capable of obtaining a high-quality image and reducing the amount of arithmetic processings necessary for transcoding. <P>SOLUTION: A recording and reproducing device 100 includes an encoder 101, a transcoder 102, an intermediate information storage memory 105, a stream storage memory 106, a compression and decompression means 107, an input image storing memory 108 and a user interface 110.
