PROBLEM TO BE SOLVED: To provide an antenna and an antenna device having proper communication performance, capable of saving a space. SOLUTION: The antenna device includes a base body 3, a coil 30 formed of a conductor 4 wound on the base body 3, and a plurality of terminals 5 connected to the conductor 4. An exposed base body section 31, where the conductor does not exist, is formed on the base body 3, except for a winding start part and a winding end part of the coil 30. It is characterized in that a terminal 5 is arranged at the side of a surface parallel to the coil axis of the coil 30 and arranged at the side of the exposed base body section 31.
