PROBLEM TO BE SOLVED: To provide a rubber composition for a tire reinforcement layer that improves flexural fatigue resistance while improving hardness and elastic modulus. SOLUTION: In the rubber composition for a tire reinforcement layer, 20-90 pts.wt. of carbon black, 0.5-10 pts.wt. of a cresol novolac type epoxy resin, and 3-8 pts.wt. of sulfur are blended with 100 pts.wt. of diene-based rubber including 40-80 wt.% of butadiene rubber.
