PURPOSE: A plasma display panel and a manufacturing method thereof are provided to increase the discharge efficiency by including the carbon-based material in the non-discharge area. CONSTITUTION: A first substrate and a second substrate are separated from each other. An address electrode(11) is located between the first substrate and the second substrate. A partition wall(40) divides the non-discharge area located between a plurality of discharge cells which are close to each other.
