PURPOSE: Conductive roller manufacturing apparatus and method are provided to uniformly maintain the electric resistance properties of a product by making contact with a shaft and an elastic tube without adhesive. CONSTITUTION: A conductive roller manufacturing device(100) comprises a tube fixing unit(110), an air compressor(130), a shaft transfer unit(140) and a shaft support unit(150). The tube fixing unit supports an elastic tube(200). The air compressor supplies air pressure(A1) to the insertion hole(201) of the elastic tube to expand the elastic tube or blocks the air pressure to contract the elastic tube. The shaft transfer unit inserts the shaft to the expanded insertion hole. For the shaft to be transferred, the shaft support unit supports the shaft.
