PURPOSE: A titanium dioxide with particles of nano size is provided with simple process plus high yield and cheap manufacturing cost and with solar battery ensuring high precision. CONSTITUTION: A method of manufacturing titanium dioxide with nano particles comprises: a step of preparing a first solution by mixing titanium sulfate and water; a step(S100) of preparing a second solution including additive; a step(S200) of forming titanium hydrate by mixing the first solution and the second solution; a step(S400) of synthesizing the titanium hydrate into the titanium dioxide by washing and the progressing. Additive is ammonium hydroxide or NaOH. The concentration of the first solution is 0.1M -3M and the concentration of the second solution is 0.1M -1M.
