PURPOSE: A surface treatment composition and a method for coating the surface of an electric tin-plated steel sheet are provided to improve stability of solution in use of surface treatment composition with water and stably disperse components. CONSTITUTION: A surface treatment composition consists of phosphoric acid 2~7wt.%, zirconium compounds 0.5~5wt.%, vanadium compounds1~5wt.%, material property modifier 0.05~3wt.%, and residual water. The temperature of the surface-treating composition is 30~80°C. The pH of the surface-treating composition is 2.5~4.5.
