PURPOSE: A signal delay circuit for a signal and a semiconductor device having the same are provided to stably delay a signal regardless of the level of a voltage supplied from outside. CONSTITUTION: A delay unit(120) delays an input signal by a first delay time. The delay unit outputs the delayed input signal as the output signal. A first delay controller(140) changes a first delay time. A second delay controller(160) offsets the amount of change of the first delay time. The delay unit comprises a plurality of inverters.
