PURPOSE: A cowl shock absorbing device for protecting pedestrians is provided to protect pedestrians by efficiently absorbing shock energy applied to a hood panel using a cowl top panel. CONSTITUTION: A cowl shock absorbing device for protecting pedestrians comprises a lower reinforcement member(2), left and right guide tubes(22,23), support tubes(24), and an operation strengthening bar(3). Both ends of the lower reinforcement member are attached on a bottom panel(13) and a lower panel(12) in order to form a closed surface in the inner side of a cowl top panel(1). The left and right guide tubes are protruded from both sides of the top surface of the lower reinforcement member. The support tubes are formed between the left and right tubes at uniform intervals. The working strengthening bar has left and right guide pins(31,32) and multiple shock absorbing bars(33).
