PURPOSE: A disaster response system for disaster response vehicles, and a responding method for disasters using the same are provided to promptly construct an emergency communication network which supports the restoration of power facility by sending an emergency satellite vehicle having mobility to a disaster spot. CONSTITUTION: A satellite communication device(110) searches a satellite repeater(200) through a DVB-S signal confirmation method, and transmits and receives information to and from a central local system by using a TDM(Time Division Multiplexer) mode and/or a TDMA(Time Division Multiple Access) mode. An image transmission device(120) is connected to a satellite communication device through an Ethernet hub(150), photographs and outputs an image for a disaster spot, and transfers the photographed image to the satellite communication device. A wall box(130) includes plural terminals connected to the power facility located in the disaster spot by being installed at a disaster response vehicle. A digital TRS(Trunked Radio System) base station includes a TDMGW(141) which converts a protocol for digital TRS into an Ethernet protocol.
