CONSTITUTION: A contact point detecting sensor(52) detects a contact state of a sensor installed in a distributing board. A sensor input unit(53) receives detection information of the contact point detecting sensor and inputs it to the second controller(61). A plurality of temperature sensors(54) senses a temperature in the distributing board. A temperature sensor input unit(55) receives detection information of a temperature sensor and inputs it to the second controller(61). If manager authentication information is inputted, the second controller outputs a door opening or closing signal for opening a door to a locking unit to open the door.
