The antenna has radiation cells for sending a signal with a phase shift, where the signal is transmitted in the form of a wave. Each cell includes a radiation element coupled to a waveguide (GO) transmitting the received wave, and a short-circuit device having a piston (PT) formed by a head (TE) to which an axle (AX) is fixed. The head slides the transmitted wave within the waveguide and reflects the transmitted wave to the radiation element. The head is positioned such that a length between an input of the waveguide and the head defines a value of the phase shift of the sent signal.
