PURPOSE: A base station, a communications system, and a communication method are provided to communicate with a terminal at the end of a cell and to control the interference of the terminal. CONSTITUTION: A receiving unit(304) receives cell information from a base station. A determining unit(305) determines a cell bandwidth based on cell information received from the receiving unit. A communication unit communicates with the determining unit. The communication unit communicates with a terminal at the end of a cell by using transmission power.
