PURPOSE: A lighting apparatus and an optical plate are provided to obtain the pleasant light by reducing the glare due to the optical cutoff structure. CONSTITUTION: An optical plate(104) comprises a plurality of lenses(104a) and a substrate(104b) which is integrally connected to the lenses. The substrate is made of the transparent material which is preferably the material same with that of lenses. The cutoff structure is embodied by using the lens. The side of the lens is of convexo concave shape.
