Disclosed are an apparatus and method for providing a wireless communication-based application service. An apparatus for providing a wireless communication-based application service according to one embodiment of the present invention selects, for each of the signal intensities of a mobile terminal, a combination which can optimize the method and quality of transmission of an application service to be transmitted by streaming to a mobile terminal, from among combinations of available bitrates and frame loss rates, on the basis of wireless environment information and application service quality information. According to the present invention, the mobile terminal can be provided with an optimum application service.
