The present invention provides a voice electronic civil complaint service system and a method thereof wherein residents visiting the community service center can directly apply and process complaints by talking to the person in charge without directly filling out the application forms for petitions on the table. The voice electronic civil complaint service system comprises: a community service center manager client that receives verbal complaints from the visitor, fills out an application form for the verbal complaints according to the preset automatic input form, and is marked on the signature line of the application form for the verbal complaints, which is electronically signed by the visitor after the visitor checks the application form; a resident registration management system that provides the computerized procedures for registering the residents living in the cities, counties, and boroughs; a city, county, and borough resident DB that is equipped in every city, county, and borough, and stores data on the living residents; and an electronic civil complaint application server that manages electronic applications for civil complaints by being connected with the community service center manager client through a network, receives data which is necessary for the application form for the verbal complaints from the resident registration management system or from the city, county, and borough resident DB, if the community service center manager client demands data which is to be inputted to the application form for the verbal complaints, and provides the received data to the community service center manager client, wherein the community service center manager client checks whether the application form for the verbal complaints applied by the visitor has been filled out, by using double-sided monitors consisting of a manager display and a visitor display.
